Louisiana Avenue 1/4 mile from my home FEMA put the Army Corps of Engineers in charge of the initial clean up. Few local companies were hired, and only as sub-contractors. Out of state companies were paid $40/ yard for trash removall, paying local sub-contractors $7 / hour to do the work.
